Get ram speed to 1600?

I for the life of me cannot figure out the settings to get my ram to run at 1600 it is running at 1066. I have i7 940 2.9ghz, windows 8.1, dell xps 730x. I have never done this before so maybe someone can tell me what I am doing wrong. Below is the advice I have gotten so far.

When I asked the one person they said "I am not sure about the memory. You will need to play with the available settings for memory in the bios under Frequency/Voltage Control and Overvoltage Configuration.

Dell's bios is going to shortchange you quite a bit on available options. Especially when it comes to tweaks like CPU and Memory Speed.

There's also the distinct possibility that the mobo was not designed for anything faster than 1066.

Well I know others have got theirs to 1600 but I just can't figure out the settings.
